Big queues, however inside is quite comfortable with air conditioner, friendly personnel, some of them even speaks English, fast service. It's really cool as for government or municipal service.

Gestrisam is an autonomous tax management agency of Málaga's municipal government. It provides tax administration services including electronic transactions (24/7), in-person assistance by appointment, payments, fiscal benefits, and citizen tax education, operating under a quality commitment framework.
A long, mostly residential district running south-west of the centre, parallel to the coast as far as the airport boundary. It includes the neighborhoods of Huelin (with its own beach), La Princesa, Sacaba, San Andrés and the major shopping zone around the Vialia / María Zambrano train station. Vialia itself houses dozens of restaurants and the high-speed AVE service to Madrid. The area is well served by Metro Málaga (lines 1 and 2) and bus, and runs the length of the Paseo Marítimo Antonio Banderas.

Today we went to take care of some paperwork, and we were assigned window number 24. We asked about capital gains tax, specifically the one-stop shop, which supposedly handles procedures for all the provinces of Andalusia. In my case, I wanted to file an appeal for the Jaén City Council. Not very helpfully, I repeat, not very helpfully, they provided us with information about this appeal, and even less so about the province of Jaén, as they only know the procedure for Malaga and not for the other provinces. Supposedly, the one-stop shop is for them. Having to leave without knowing what paperwork to bring, I had to find out on my own, calling the Jaén Provincial Council, to find out what procedure I needed to follow. The treatment I received from one staff member was nothing like that of another at the Provincial Council. The woman on the Jaén phone line explained it to me properly. So it's clear that they either don't know or don't care about what a one-stop shop is.
I don't believe that the residents of Malaga, who pay their taxes to the City Council so that the money is reinvested in our own city and so that we receive proper service, deserve this kind of service. The online options for accessing information are nonexistent, they don't answer the phone, and if you send an email, they send you an automated response that redirects you to the same Gestrisam website. The only way to get reliable service is to go in person, which isn't always easy due to scheduling conflicts and work commitments. Furthermore, even this in-person service is far from ideal.
The security guard was very understanding when she heard we had a flight scheduled for the next day and needed to resolve something urgently. Despite not having an appointment (due to our lack of awareness), they attended to us quickly and helped us with everything. We are very grateful for the staff's attention and efficiency.
This is a clear example of a system that's becoming flawed: employees who can't properly guide people through the procedures, and where every official tells a different story.
Voter registration seems to be unnecessarily delayed; while in other cities it's resolved in a day or within 72 hours, here they say it can take up to two months.
It would be important to standardize the information and streamline the procedures to provide a clearer and more efficient service to users, who, after all, are the ones who pay for the system's operation through their taxes.
